National Journal Poll: Americans (still) hate their representatives. The president has slipped to 38 percent approval, from 52 percent just after he was elected. He can't begin to compete with Congress, which has an approval rating of 9.

These citizen votes came as a result of grassroots efforts, and they came in an off-cycle election year with low turnout, an election situation which always favors conservatives and conservative outcomes.

BOULDER -- City residents here voted in a landslide in the election that ended Tuesday to move forward with a plan to buy out Xcel Energy and run their own electric system.
