			<content:encoded><![CDATA[<p>The Colorado Department of Education, which took heat in 2006 for not adequately policing online charter schools, <a href="http://www.publicbroadcasting.net/kunc/news.newsmain?action=article&#038;ARTICLE_ID=1537949">still isn’t</a>. </p>
<p>The news comes as the popularity of online learning continues to rise. A report issued by the CDE in February, noted that online enrollment in K-12 online charter schools rose 26 percent between 2007 and 2009. </p>
<p><span id="more-34940"></span> </p>
<p>The <a href=" http://www.gazette.com/articles/old-59478-join-won.html">Colorado Springs Gazette</a> reports: </p>
<blockquote><p>Online programs are being fueled by improvements in technology and Internet speed that allow for such offerings as live online classes and Internet discussions. But the big draw is the flexibility that such programs offer students — not only with daily schedules but also with course offerings, said Pamela Ice, director of online learning for CDE.</p></blockquote>
<p>Despite new stricter guidelines — and the creation of an entirely new <a href="http://www.cde.state.co.us/onlinelearning/index.htm">Division of Online Learning at CDE</a> — there is still no detention for online schools that don’t make the grade. </p>
<p>This spring, CDE sent corrective action letters to four online schools. The largest of them, <a href="http://www.hopeco-op.org/">Hope Co-op Online Learning Academy</a>, fell below expectations in 20 of 25 categories. </p>
<p>But in response to the schools’ “surprise” over the corrective action letters, CDE later sent out letters that promised not to sanction the districts, citing a desire to work with rather than punish the schools. </p>
<p>In a KUNC interview, former state Sen. Sue Windels, who co-sponsored the legislation that set out stricter guidelines, had no patience for the schools’ “surprise.” She said the schools have known about the new guidelines since May, 2007, when they were first passed. </p>
<p>Windels’ legislation came after a <a href="http://www.rockymountainnews.com/news/2006/dec/12/online-schools-slammed/">2006 state audit blamed CDE’s lax oversight</a> for problems involving some Colorado online schools. Academic performance at some online schools was poor. The schools also failed to perform background checks and undertake adequate accounting. </p>
<p>At Hope Online, for example, state funds appeared to be going to churches and religious schools, a violation of the law. </p>
<p>Then-education commissioner William Moloney explained that resources had not kept pace with the growing popularity of online education. Legislators agreed, passing SB 215, which created new guidelines and a new Division of Online Learning within the CDE. </p>
<p>“In 2006, they asked for more tools,” noted KUNC reporter Grace Hood. “Now they have them, but they’re not using them.” </p>

			<content:encoded><![CDATA[<p>After the Senate passed House Bill 1292 this morning, Colorado schools that teach sex education will likely soon be required to &#8220;at least mention&#8221; contraception, but they are free to continue to emphasize abstinence.
<p>
Is this a radical move that will result in Colorado&#8217;s children <a href="http://www.newsday.com/news/nationworld/nation/sns-ap-school-sex-arrests,0,3798202.story?coll=ny-leadnationalnews-headlines">acting like those Louisiana fifth-graders</a> last week? Hardly. But you wouldn&#8217;t know it from reading some Republicans&#8217; reactions in the <i>Rocky Mountain News</i> this morning: <span id="more-1703"></span><br />
<blockquote>Sen. Shawn Mitchell, R-Broomfield, said the measure will mean a &#8220;comprehensive condom, contraception and copulation&#8221; curriculum.
<p>
Sen. Ted Harvey, R-Highlands Ranch, cited a curriculum that includes placing condoms on cucumbers, calling such lessons &#8220;disgusting classes.&#8221;</p></blockquote>
<p>
To be clear, HB 1292 does not require schools to utilize cucumbers or any other elongated produce in sex-ed classes. Democrats supporting the bill say students in this &#8220;girls-gone-wild culture&#8221; need fact-based information about sex. Secretly scouring the bras and girdles in the Sears, Roebuck catalog <a href="http://www.rockymountainnews.com/drmn/government/article/0,2777,DRMN_23906_5465357,00.html">like former Gov. Roy Romer used to do</a> isn&#8217;t going to cut it these days.
<p>
HB 1292 will now go to the governor&#8217;s desk.</p>

			<content:encoded><![CDATA[<p>When a Web site posted an inflammatory e-mail sent by Democrat Rep. Michael Merrifield last week, documents show it was obtained through a public records request.

It was filed against Sen. Sue Windels by a local attorney named Richard W. Daily, on behalf of the Web site Face The State, which Daily reportedly called a &#8220;a brand new news organization&#8230;.&#8221;<span id="more-1684"></span>The site is registered to Brad Jones, a Republican operative and former <a href="http://colorado.mediamatters.org/items/200704020004">associate</a> of the conservative Independence Institute.

The request was delivered in February by hand, and demanded that Windels&#8217; office release all media (from e-mails to cover letters) regarding communications between the senator and numerous education entities such as the Colorado Department of Education and the Colorado Association of School Board Executives.
<p>
Also included were communications between Windels and anyone employed by the General Assembly.
<p>
According to a Legislative Legal Services employee, Daily told them:

He said he did not represent the Jefferson County Learning Centers, but some of the individuals behind or funding those learning centers.</div>
<p>
<i>Colorado Media Matters</i> also reports that Jones worked with Jessica Peck Corry, a former <a href="http://colorado.mediamatters.org/items/200704020004">opponent</a> to Windels in the 2004 Senate races:

In its articles about Merrifield&#8217;s resignation, the News did not reveal that Jones has worked with Windels&#8217; former state Senate opponent Corry, who is director of the Independence Institute&#8217;s Campus Accountability Project. Jones had the title research assistant, as evidenced by a brief biographical note at the end of an online article that Jones co-wrote with Corry. Jones also has a byline on another article posted on Corry&#8217;s website. Furthermore, according to a February 10, 2004, KMGH 7News report, as a member of the College Republicans at the University of Colorado in Boulder, Jones participated with Corry in a controversial anti-affirmative-action activist bake sale which charged different prices for baked goods depending on a customer&#8217;s skin color.
<p>
Windels defeated Corry in the 2004 state Senate District 19 race, winning 31,200 votes to Corry&#8217;s 26,905 votes.</p></div>
