As a matter of course I don't check with state-level organizations when I hear about a national plan, but these guys do great work and deserve a lot of credit for Colorado's position at the leading edge of the new energy economy. I wanted to add that since I wrote this piece I discovered our very own Environment Colorado released the above mentioned $100 billion proposal in this state.
