When I refer to a “hobo park” I'm really not talking about the mentally ill, we have a moral obligation to try to help them. But where does that moral obligation end in re substance abusers who, by their own choice, will not be helped? To my knowledge substance abusers who have long ago worn out the welcome mat with family members and end up on the street cannot be helped until they have made up their own minds to change. How long are Section 8's good for, 3 days? And then it's back to the streets. Change has to come from within.

But once the people come in to eat, what then? It doesn't take 24 hrs. to eat. Wouldn't they go back to the parks?

Would it help some of the grocery cart homeless to have a locker or somewhere they can lock up their possessions? They probably don't want to leave the cart to go inside to eat.

What about a "hobo park" somewhere downtown, with restrooms or sanilets, locker storage, showers, laundry..even a place to "camp"..everybody needs a place to "be" and a place to stow their personal gear. But does it have to be the grounds of the Capitol or Civic Center Park (or the library in the winter?)
