		<description>The &quot;public option&quot; would be a good program for people who, because of pre-existing conditions, cannot get health insurance, or the pre-existing conditions are excluded and/or the prices are atrocious. These people are in CRITICAL need of insurance.  And a public option could be helpful for peope between jobs, or working at low wage jobs,  who have no insurance, if the cost would be reasonable.  What good is COBRA if your premium cost doubles after you lose your job?  (Because it&#039;s no longer on a group rate, but instead an individual rate.)&lt;br&gt;We have to start somewhere to see that all people have access to health care.  &lt;br&gt;I&#039;ve often thought that instead of busting down the whole system (never happen anyway, insurance companies are too powerful) that we should offer what I called &quot;Budget HMO&quot;. Eventually the big companies would have to come down on cost or risk loss of their customers to &quot;Budget HMO&quot;.&lt;br&gt;I&#039;ve wondered too, why can&#039;t we assign high risk patients to the major health insurance companies, in the manner auto insurance used to assign high risk drivers?  If the HMOs want to play, they have to pay.</description>

I would like to have a statistical analysis done of the following info:&lt;br&gt;job, base salary,  number of adults, number of children, ages, marriage status, social service programs currently enrolled in,  amount received, disabilities, military service, citizen or  naturalization status,  if unemployed in last 6 months, own or rent home, how many visits to emergency room per year, race, and any other info needed to really understand where we are on this. Otherwise, I do not think we can make any valid assumptions. Most states have health care assistance programs  for  the poor and there are some basic independent programs that are available for reasonable cost. If this exists, then the wholes in these programs are the concerns, and information on what is available, not reworking the whole system.  This will go a long way in getting things fixed, more so than a nationalized system.  I feel  most of the problem is ignorance of what is available and procedure.</description>
