		<description>Just a quick look at Tri-State and you can see that they are doing the best they can for their customers.  The market for power purchases is volatile with prices that can easily reach 2 times the normal cost to produce power (would you like your electric bill to double?), this combined with the fact that they have already contracted over 1000MW of energy and it would only seem prudent to build a 400MW (estimated) power plant to help offset their purchase needs.  If you also figure in that their total generating capacity is short of their peak demand and you know that the total generating capacity is reduced even farther to ensure a reserve incase of a plant failure in the WECC region, they are even shorter in terms of meeting their peak with their base load generation.  In response to those critics who say co-ops should get more than 10% from renewables, its 2009 and Tri-State is already getting 14% from renewables with a proposed 81MW in the planning stage, who knows where they will be by 2020.  There is a lot of planning, as someone from the PUC would know to bring a power plant online so of course they would be looking into a new base load generation facility today and with the rules enforced by the PUC, EPA, and various other entities you can not plan without investing heavily anymore.  The mistakes that Colorado Ute made reach beyond the Craig power station, I believe Tri-State is responsible and is looking after their customers more than any private utility would, and will not make the same mistakes as the power company they absorbed.</description>
