		<description>Well, Doug is lying...Appropriation bills are the favorite places to put earmarks. Every earmark goes through a lobbyist, who receives multi-million dollar fees, then they convince a legislator to put in the special project as an earmark in return for a campaign contribution. Every Congressman does it, and it&#039;s been going on for over 30 years. He may have not asked for a campaign contribution, but its commonly agreed that is how the earmark will be paid to him.</description>
