		<description>Oil Shale development makes no sense from an economic or environmental standpoint at the present time and would have a significant impact on the west slope of Colorado.  &lt;br&gt;&lt;br&gt;While it is true that we&#039;re in an energy crisis and sitting on recoverable reserves in the Green River Formation of - what some estimate to be - nearly one trillion barrels of oil, even utilizing Shell’s hyped &quot;in situ&quot; conversion process for oil shale produces an energy output of only 1.2 - 1.6 times greater than the total primary energy inputs to the process.  Moreover, if the energy needed to produce oil shale comes from coal-fired power plants, as is currently anticipated, greenhouse gas emissions could increase up to 60%!&lt;br&gt;&lt;br&gt;According to a recent study by Rand Corporation, it would require a 1200 megawatt power plant to produce 100,000 barrels of oil per day.  Right now, the largest power plant in Colorado (Craig) has a capacity of 1274 MW and produces approximately 25% of the greenhouse gas emissions of the state.  To produce every 5% of the U.S. domestic oil consumption would require TEN of these plants!  &lt;br&gt;&lt;br&gt;If we start talking about using nuclear power to produce the oil, the industry may have a fighting chance, but no one seems to be leaning that way.  Besides, if we&#039;re producing oil at such a high cost (in terms of energy input), at what point do we finally learn to start investing in more efficient technologies?   Lets use that electricity instead of wasting our time/money/O-zone changing it to oil!</description>
