Here's the statement from the GSA on the renovations which were completed on Dec. 18, 2008.

The design complies with Federal laws governing historic preservation and mitigation of health and safety hazards such as lead paint and asbestos removal, and can accommodate disabled access. Because the Secretary’s Office is in an identified historic zone, Interior worked with GSA’s Historical Preservation Officer to ensure that work was appropriate and costs were reasonable. The project was completed December 11, 2008 at a cost of $236,000, which is $26,000 below the GSA approved contract estimate.

The washroom may have been pretty gross, as Friend describes, but when one pays more for the renovations than the worth of a lot of folks — especially in these economic times — it stinks to high heaven. No pun intended.
