In Minnesota, a pre-registered voter can vouch for a new voter in the same precinct. This allow more homeless to vote if they don't get their confirmation cards, besides allowing anyone wrongly purged from the rolls to re-register. The registration requirements at the polls are the same as pre-registration, and with election judges confirming identity on the spot, it might have less room for fraud than pre-registration.
